Against the backdrop of concern over climate change and energy security, my dissertation develops an explanation of differences in taxes on carbon-based energy products across a sub-set of advanced capitalist democracies in the OECD over the period 1978-2006. After testing for the causal efficacy of political interests, institutions, and ideas in the policy-making process, I find that certain political institutions, like the electoral system, mediate the influence of political interests and their impact on tax policy outcomes.
